As goals did not count in any way, the DBU wanted to decide
the Championships by playing re-matches between the 3 teams
above. But, B 93 and Frem, refused to play, and B 1903 had
no intentions to win the Championships without playing, so
DBU decided to cancel the Danish Championships of 1928!

To avoid this situation happening again, DBU applied new
rules. If two team had equal points, each team was placed by
a 'goal quotient', i.e. goals-for divided by goals-against.
The team with the highest quotient is ranked highest.
